Community Policing/Relations/Crime Prevention Specialist

Summary:

The Community Policing/Relations/Crime Prevention Specialist, under direction, implements and participates in a community relations program designed to advance understanding and harmony between the police department and the community and does other related duties as required.  This person not only understands traditional police activities, but must also possess the ability to analyze problems, and communicate with assorted groups and individuals.  This person is responsible for meeting the police mission through community education and improving relations with community leaders, news media, and other police agencies, when applicable.  Crime Prevention will occur through the implementation of programs with the department and the community, as directed by the Chief of Police.

Essential Functions:

  • Implements and participates in a program of community relations designed to increase awareness of mutual problems between the community and the department.
  • Interprets agency policies, practices, and goals to members of the community.
  • Assists members of the community with their social problems.
  • Attempts to mediate conflicts between members of the community and the department.
  • Seeks to reduce prejudice through increased contacts between the department and members of the community.
  • Speaks to private, civic, government, fraternal, and religious organizations to promote community harmony and increased understanding of the goals of the department.
  • Acts as liaison between community groups and government officials on problems relevant to the department.
  • Conducts tours for the department facilities for visiting groups.
  • Participates ins school sponsored activities designed to advance community harmony.
  • Advises Chief as to the needs, desires, and attitudes of the community.
  • Prepares correspondence and reports.
  • Plans, coordinates, and implements activities such as workshops, seminars, and training sessions in the interest of promoting services and interests of the department.
  • Serves as a facilitator between the department, other government agencies, and the general public in the interest if resolving problems, complaints, other issues.
  • Prepares news releases on the services and activities of the department.
  • Is primarily responsible for implementation of Community Oriented Policing programs including, but not limited to:  Crime Prevention, Crime Stoppers, Neighborhood Watch, Citizen Police Academies, Civilian Volunteer program, Explorer Scouts, Bike Rodeo's, National Night Out, Special Olympics, and other programs
  • Target programs to address perceptions or misconceptions of crime
  • Evaluate the effectiveness of crime prevention programs.
  • Conducts residential and business inspections as requested to determine security risks and to make recommendations for improving same.
  • Maintains close communications with neighborhood groups, whether formally organized or not.
  • Establish community groups where they are needed.
  • Complete annual budgetary recommendations.
  • Performs such other duties as may be required by state law, village ordinance or departmental policy or procedure.
  • Assist the development of department goals for community policing.
  • Most importantly, identify training needs of all department members in community policing and provide that training to the members of the department.

Essential Qualifications and Selection Criteria:

  • Requires good written and verbal communications skills.
  • Requires the ability to speak in front of groups of people.
  • Requires a working knowledge of police functions.
  • Requires the ability to work well with people of varied ages and backgrounds.
  • Requires the ability to project an enthusiastic and conscientious attitude that encourages learning and adoption of new ideas.
  • Knowledge of procedures for collecting, preparing, editing, and distributing information for the purpose of promoting services and activities of the department.
  • Knowledge of methods which will be effective in securing active good will and cooperation of civic, business, and community groups, law enforcement agencies, and the public in general.
  • Ability to implement a community relations program to promote cooperation, understanding, and harmony between the law enforcement agency and the public it services.
