Board Meeting - January 9, 2007
President Jason Briscoe called the meeting to order at 7:00
p.m. followed by the Pledge of Allegiance.
Members present: John Horvat, Ray Mason, Dennis Martin, Barry
Thompson, John Jun & Terry Houchens. Also present: Chris Spesia
– Village Attorney, Rob Tonarelli – Superintendent of Public
Works, Sean Kelly – Village Engineer & Chuck White - Village
Building Officer/Inspector.
Changes To Agenda –President Briscoe stated that
there were no changes to be made.
Review of Minutes – Minutes of Village Board Meeting of
December 19, 2006 were reviewed. Trustee Jun moved, Trustee
Houchens seconded the motion to accept the minutes of December
19, 2006 meeting as corrected. Trustee Horvat stated that he
also wanted his time of arrival to be noted with role call.

Public Forum – opened at 7:03 p.m. No one came

Consent Agenda – there were no items to consider.
Old Items – Continued Public Hearing to Consider
Terms of an Annexation Agreement, Raycorp Inc. (Khater Farm
Property) – opened at 7:04 p.m. No one came forward.
New Items – Raycorp Inc. Annexation (Khater Farm
Property), Case #2006-04 – Administrator Grabowski
stated that this is the first residential development to be
annexed in the Village of Minooka since 2004. The property is
located on the east side of Ridge Road, roughly ¼ mile south of
McEvilly Road and consists of roughly 78.8 acres. It will have
commercial buildings along with residential. The residential
portion has 162 units in quad or duplex buildings and 20 units
above the commercial buildings. He went on to say that the
developer has donated approximately 5 acres to the Village as
open space/park area. He also stated that the development is an
age restricted development in which 90% of the units is for 55
and older and 10 % is for adults without children. The developer
agrees to pay the full impact fees to the school districts. The
developer also agrees to widen Ridge Road to three lanes from
Brannick Road to McEvilly Road as required by Grundy County, and
to extend Wabena Avenue to a three lane road from McEvilly Road
to Brannick Road. The developer will contribute one third of the
cost for a traffic signal at Brannick Road and Ridge Road and
also pay $367 per residential unit for other traffic control on
Ridge Road.
Ordinance Authorizing Execution of an Annexation Agreement–
Trustee Thompson moved, Trustee Horvat seconded the motion
to approve Ordinance #2007-01 authorizing execution of an
annexation agreement with Raycorp, Inc, Case #2006-04 with
provision for change on Page 22, Article E, Line 6 deleting
excess of the permitted 10% of the existing units and replacing
it with violation of the HFOP Occupancy Requirements. Hearing no
questions President Briscoe called for a vote on the motion.

Ordinance Annexing Certain Territory into the Village of
Minooka - Trustee Thompson moved, Trustee Jun seconded the
motion to approve Ordinance #2007-02 annexing certain territory
in the Village of Minooka. The property is approximately 78.880
acres located at the northeast corner of Ridge Road and Brannick
Road. Hearing no comments President Briscoe called for a vote on
the motion.

Ordinance Rezoning Land Located in the Village of Minooka
(Grundy County Ag to Minooka B-1 Business District) –
Trustee Thompson moved, Trustee Jun seconded the motion to
approve Ordinance #2007-03 rezoning land located in the Village
of Minooka from Grundy County Agriculture District to Minooka
B-1 Business District. Hearing no comments or questions
President Briscoe called for a vote on the motion.

Ordinance Rezoning Land Located in the Village of Minooka
(Grundy County Ag to Minooka R-1 Single Family Residential
District) – Trustee Thompson moved, Trustee Houchens
seconded the motion to approve Ordinance #2007-04 rezoning land
located in the Village of Minooka from Grundy County Agriculture
District to Minooka R-1 Single Family Residential District.
Hearing no comments or questions President Briscoe called for a
vote on the motion.

Ordinance Rezoning Land Located in the Village of Minooka
(Grundy County Ag to Minooka R-5 Single Family Residential
District) – Trustee Thompson moved, Trustee Houchens
seconded the motion to approve Ordinance #2007-05 rezoning land
located in the Village of Minooka from Grundy County Agriculture
District to Minooka R-5 Single Family Residential District.
Hearing no comments or questions President Briscoe called for a
vote on the motion.

Ordinance Granting Conditional Permitted Use for a Planned
Unit Development – Trustee Thompson moved, Trustee Jun
seconded the motion to approve Ordinance # 2007-06 granting a
Conditional Permitted Use for a Planned Unit Development with
approximately 41.627 acres located at the northeast corner of
Ridge Road and Brannick Road.

Resolution Approving Change Order for Mondamin Street Project
Ridge Road Work, D.E. Thompson – Trustee Thompson moved,
Trustee Mason seconded the motion to approve Resolution
#2007-R-747 authorizing change order #1 for utility upgrades and
relocations on Mondamin Street in the amount of $246,919.75 to
D. E. Thompson. Hearing no comments President Briscoe called for
a vote on the motion.

Resolution Recognizing Heritage Corridor Convention &
Visitors Bureau – Trustee Thompson moved, Trustee Jun
seconded the motion to approve Resolution #2007-R-748
recognizing the Heritage Corridor Convention & Visitors Bureau.
Hearing no comments and questions President Briscoe called for a
vote on the motion.

Staff Reports –Administrator Grabowski stated that
the next Chamber of Commerce meeting is scheduled for Thursday,
January 11, 2007 at Heritage Bluffs at 11:30 a.m. He also
reported that a workshop is scheduled for Thursday, January 18,
2007 at 6:00 p.m.
Parks/Recreation/Public Safety Committee Report –
Chairman Houchens stated that the next Parks Committee meeting
would be Tuesday, January 16th at 4:00 p.m.
Public Works Committee Report – Chairman Thompson had
nothing to report.
Finance/Personnel Committee Report – Chairman Martin
stated that the next Finance Committee meeting would be Tuesday,
January 16th at 5:00 pm.
Economic Development/Public Relations Committee Report
– Chairman Thompson stated that the Village’s website is being
redesigned, and that biography forms would be given out to the
Trustees for them to fill out in order to be put on the website
along with their pictures. He also stated that the website would
be going live soon after that. He went on to say that the
Village is in the process of redesigning the newsletter and
would like to see more Trustees get involved in the writing
newsletter articles.
Liquor Commission Report – Chairman Briscoe had
nothing to report.
Annexation Committee Report – Chairman Briscoe had
nothing to report.
Executive Session - President Briscoe announced that
there was a need for an executive session and entertained a
motion. Trustee Mason moved, Trustee Martin seconded the motion
to go to executive session to discuss probable litigation at
7:31 p.m.

Trustee Jun moved, Trustee Thompson seconded the motion to
return to regular session at 7:56 p.m.

Action from Executive Session – President Briscoe
noted that there was no action to be taken resulting from
Executive Session.
Trustee Jun moved, Trustee Houchens seconded the motion to
adjourn the meeting at 7:57 p.m. All voted yes, motion carried.
